Xeriscaping is the most low-maintenance landscaping: gravel ground cover, drought-tolerant plants, and drip irrigation in place of lawn. Once established it needs no mowing, little to no supplemental water, and a weeding pass every month or so, which is why it dominates yards in Arizona, Nevada, and inland California.
In wetter climates the equivalent is hardscape plus mulched beds of native plants. Natives are adapted to local rainfall, so after the first season they mostly look after themselves. Evergreen shrubs beat flowering annuals, which need replanting every year, and a thick mulch layer cuts both weeds and watering. Avoid anything that demands a schedule: hedges that need shaping, roses that need spraying, turf that needs weekly mowing.
